Education in Buffalo, NY

We have an 8yo who has all the public school testing and special education services, but she still struggles. She cannot count money (give her 8 singles and 4 pennies and she will tell you she has $12, even though she knows that a penny=1 cent and a single=$1). She has trouble telling time and doing more than single digit math. She has also had reading delays. She has an incredible memory and can name a song in 2 notes or less. She can remember lyrics after 1 or 2 times of the song on the radio. Socially, she is great. I think she may have dyscalculia. We don't know where to get additional testing or how to help her. We'd consider tutoring r anything that might work. Can you help us? Thanks.
