electrical circuits in Brighton, MI

I'm trying to build a scoreboard using 7 segment LED displays that counts up/down from 0-21. Although I'm mechanically inclined I'm not familiar/comfortable trying to create the circuitry or programming (Arduino Uno) to get started. Need help!
