Apple iPad and iPhone setup in Cudahy, WI

Hi- I’m looking for someone to teach my friend Jerry ( a Marquette U. Grad.) to use an Apple iPad and hopefully , soon an iPhone too. He is land line only right now, has a dead dumb cell phone. He is 68 and legally blind but can still see. He is barely computer literate. His wife is in a nursing home so he is on his own. He lives in Cudahy. He needs help getting set up, with his WiFi , and such settings and apps as verbal screen reader, Siri to do things like read and write text messages, and other basics.
