English in Clarksville, TN

I have a bright 11 year old daughter in 6th grade who is doing well in all subjects except English. She has difficulty interpreting and fully comprehending the stories that she has read and the lessons taught in class. While I have been working with her at home, I don't know how else to relate the material to her without giving her the answer. I want her to be able to think independently and answer comprehensively so that she may improve her overall understanding and test scores. Inference, context clues, cause and effect, etc. are of particular difficulty for her. I'm receiving little help from the school system. How often would you need to meet with her to help her better grasp this subject and the English language? How often does a general session last? I want to be present to ensure her safety but unobtrusive in her instruction. I appreciate your response and any additional information you may offer. A tutor is quite a new experience for us.
