Photoshop in Newberry, FL

I was given your name by Dirk Wagner and the following is what I am looking for. I am looking for someone proficient in Photoshop that can show me how to touch up a digital image of a painting that is over 200 years old (there is no copyright here). The photograph I received is from the National Archives and is the best quality I can find but due to the age of the photo and the lighting when the photo was taken, there are numerous shading and imperfections in the digital image A number of areas will need to be removed leaving the background behind the image that was removed the same color as surrounding colors. I have worked with Photoshop for years but not in the areas this project requires. Having viewed numerous videos on YouTube I am familiar with the patch too, cloning tool, healing tool and a number of other functions to touch up the image but I have no idea which one, if any, is the right tool for this project. I feel that if someone can show me what needs to be done that I can complete the project. Or if I find the solution to the problem is over my head, then hopefully find someone that can complete the project for me. With the right knowledge or in the proper hands this project should not have any major stumbling blocks. I have Photoshop Pro CS5. I live in the UCF area.
